what causes small lawn engines to bog down when you give it gas? The rpms oscillates?

My gas engine blower after 5 minutes running starts bogging down and the rpm start iscollating.

The most likely culprit is a clogged air filter. Either clean or change the filter and try again. I would try cleaning the filter first; if it is the filter cleaning it will let you know before you spend money on a new one.
